针对USCIS的新政策，除了上面三条一一举证之外，最后还需要再有一个section专
门针对final merit determination进行举证，我采用的策略是把每个letter中的综合
评价quote一下，这些综合评语往往需要嵌入针对性的字眼，比如top in the field,
far exceeds average, one of the highest caliber, etc. |
