first, its hammer has three positions: cocked, half cocked, and fully down.
is this correct?
second, we can maually decock the hammer from cocked to other two positions,
half cocked and fully down. Is this correct?
1)
when hammer is half cocked, we can pull the triger and this will be a double
action shoot. let us call this as condition 2a.
when hammer is cocked and we set security on, this will be 'cocked and
locked'. This is called condition 1.
What I am wondering is the following condition.
when hammer is fully down, can we pull the triger or not?
and if we can, let us call this as condition 2b.
if we cann't, let us call this as condition 2c.
in all the conditons above, let us assume one round is loaded in the chamber.
(there are other conditions where no round is loaded in the chamber, here we
don't discuss these conditions)
My question is:
which one is best safe for carrying, condition 1, 2a, 2b, or 2c, if 2b and

It seems that this guy can pull his trigger at the fully down position.
I just look for someone who can confirm if we can pull the trigger or not
when hammer is fully down to get a double action shoot.

Answering your question: Yes, you can pull trigger when hammer was fully
dropped, although you need to pay much more strength to do so, and you need
to have big hands. I tried this on my friends 75BD. If you drop hammer to
half cock position, it is much less force to pull (yet still much stronger
than SA pull) the trigger than hammer fully dropped, and much less trigger
movement (trigger didn't reset as far as the fully dropped position).
Still, I will NOT suggest you to do manually dropping on 75B.
Did you just say "my cz75b"? Do you mean you already bought one? Can you
upload a picture of your gun with your hand written forum ID besides it? So
we know you really got it, not bullshitting around like 屎地粪坑.

to take a pic and upload it thru web page version mitbbs. It should not be
an excuse.

Yes, it's capable. But why do you want to risk it then? If I carry it
decocked, I will use decocker to drop to half cock. Shorter trigger pull and
easier to operate. It is still hard enough to avoid accidental fire.

Yes, but most people reloading is for the superior accuracy not for the cost
, especially for pistol round. If you are going to a match, you can reload
55% loads for less recoil and faster time. I only use factory ammo tho.
Is it ok to pick up the case (brass) after shooting in the range?
Yes.
Lead bullet is legal or not?
Are you in CA? Read your state law and shooting range requirement. It is
legal for target shooting in most states. For hunting, maybe not.
