I didn't finish my PhD degree due to the medical issue. I am wondering if I

Hello xxx, As far as I know you cannot resume your degree since you status
was discontinued. If either you withdraw or are terminated, you must begin
your degree from the beginning except under extraordinary circumstances. You
have been out too long to qualify for any exceptions. You would have to
reapply to the program to enroll.

How long is "too long" to qualify for any exceptions? Could you please show
me the relevant guideline? As far as I remember I didn't take any of your
class. And as far as I remember the formal XXX director was a nice lady
whose mission was to help every xxx student succeed and every xx student
deserve a second chance.
xxx, I didn't tell you the date of my birth and how did you get all of my
information?I believe that student''s file is confidential in US. Did you
consult with xxx or xxx? Do you work for your paycheck, or for student or
for PI who bring the funds to the department? How would you react if your
children study oversea such as in China and similar situation like me happen
to them?
Again, I am sincerely asking for an appointment. I want to talk to you eye
to eye.If you ignore me, I will bring my lawyer with me to ask Dr.xxx(the
chancellor). Thank you!
