This is a very professional way of doing things.
This kind of budget will affect reviewers' feelings. I have seen this kind
of proposals being killed by senior professors in a panel. Of course, you
can not use the budget issue as the main argument (In my example, the senior
professor listed this as an argument in the review). You need to find
weakness in intellectual merit and broad impact of the proposal (usually it
is not difficult to find :))

usually the PM will speak up and let the panel focus on the proposal itself.
For DoD research projects (not education specific), nobody cares about how
the budget is distributed, only the total number. |
