and need to get my first h1b visa stamp to re-enter US.
My question is: Do I need to notify USCIS or US consulate before I go to the
visa interview, so that USCIS can send my information to the consulate ? Or
I can just go to the interview with whatever documents that are needed,
like what we do for the F1 visa stamp ?

so that the consulate can try to locate your information in their system.
Usually this should be sufficient. If you want to, you can also talk to your
school's office of international students/scholars (or company lawyer) to
see if anything else is needed.
