Customs Enforcement plans to propose a comprehensive revision of practical
training rules for F and M foreign students. The proposal would increase
protections for U.S. workers and oversight of schools and foreign students,
which could mean additional employer obligations and possible restriction of
optional practical training, the STEM OPT program and curricular practical
training. Anticipated publication date: October 2018.
很有意思 plans是ICE 提出的,而不是DHS或者USCIS, 估计和opt ead 无关,和入境有关
,可能没工作没法入境.
另外H1b的wage 可能真的要调整,可能会有最低线,这个应该也只要rule making就能调
整,比如level 2 pw才能H1b

这当然和OPT有关。ICE就是要开始严格执法呀。以后想要在OPT期间靠随便挂靠个公司
保身份的就难了啊。
