You can only know whether these are wasted or not at the end of calender
year after USCIS release the actual approval no.

twice", if this is true...too much is wasted already in the past years...
how many eb1 has been approved? usually they also applied NIW ...If EB2
upgraded to EB1, EB3 upgraded to Eb2, all these will be counted twice? It
does not make any sense..

已经在eb3里了，好像就这种情况可能出现浪费 |

EAD的直接relink EB3走人，抢桃子谁会谦让，快几天也是快，永远不要低估人的本性。

that EB2ers are idiots and did not indicate their EB2 case number before do
wngrading--- that's just not technically possible.
The only guity parth here is fuwu who gave Oppenheim a perfect excuse to sto
p EB3c advancement when there were plenty quota for the rest of the year.
