Please do NOT underestimate the intelligence of your constituents and the
beneficiaries of STEM bills. A comparison of H.R.6429 and S.3553 clearly
shows that you're trying to harm rather than help. There's a bread that
Uncle Sam usually give it out to random passers by. H.R.6429 proposes to
give this bread to a starving guest. S.3553 proposes to keep the bread to
random passers by, and let the starving guest wait for a new seed to come
out of ground for food.
The starving guest is the PhD holders in STEM. The bread is the 55,000 visa
numbers that benefit random applicants from around the world, including some
terrorists, excluding Indian and Chinese PhD holders in STEM. H.R.6429 is a
convenient fix to the broken U.S. immigration system. S.3553 actually will
kill H.R.6429 by introducing obviously impossible conditions.
Don't fool us!
