Asked help from senator office
Here is the response from senator office -

USCIS records show your constituent’s cases are currently waiting to be
assigned to an officer for review. According to the Visa Bulletin it may
appear that a visa is available for them upon which to base their adjustment.
Please note: when visas become available all applications and petitions are
processed based on receipt date order. We have cases older than theirs and
it may well be that the supply of Visas on hand may be exhausted by the time
their applications are assigned to an officer.
If they have not heard anything within two months, have them please contact
customer service to complete a service request for status.

Did anyone receive similar response as "waiting to be assigned to an officer
for review"?
What does it mean by "petitions are processed based on receipt date order"?
Does it mean 485 will be processed based on when it was received but not PD?
Any suggestions on what we can do to speed up the process?
