some interesting points:
Only around 3000 SO numbers are used in May and there are still around 9,000
SO numbers unused.
DOS is too conservative on the cut-off date and visa numbers wastage may occur.
Worst-case scenario cut-off date could move to Jan 07 to Apr 07.
