and the Democrats' pension point person proposed yet another solution
Wednesday to the state's public retirement system debacle, one that signals
the GOP's first concession toward shifting teachers' pension costs to local
school districts.
Minority Leader Tom Cross of Oswego and Rep. Elaine Nekritz, a Northbrook
Democrat, suggested moving the state out of funding retirement for
schoolteachers and university employees, maintaining defined-benefit
accounts supplemented by a 401(k)-style, defined-contribution system.
If signed into law, the idea would reduce the state's annual contribution to
five employee pension accounts by $2 billion, reduce the $96 billion
funding shortfall by 30 percent, and reduce the deficit within three decades
, according to Cross and Nekritz, who were joined by about a dozen other
representatives and senators at a news conference outside the House chamber.

CPS 50%是 low income的。 都得摊到downtown的人来。
北面的就好了。 Low Income区少。 Dupage也玄， 尼玛Darien的人不少。 但是肯定
比CPS强。 不过CPS不行了， 还是得IL bail out。

teacher罢工又tmd涨了一大截工资.照这趋势如果不改革.10% state income tax指日可
待.芝加哥的问题还是住城里的人自己解决比较好.不要把全州人都陪上.

许住其他COUNTY，
所以MOUNT GREENWOOD，PARK RIDGE几个地方一直是chicago房价最坚挺的。就像DC一样。
都是公务员住那。

好的地理位置，便捷的交通，更好的reach客户，吸收talents么？这些东西都是混在一

owners to pay, not only city teacher pensions, but also pay teacher
retirement benefits of suburban and downstate educators.
Rising pension costs and underfunded pensions, the result of decades of
unrealistic politicians’ promises, coupled with underfunding – this year
funding only 60% of the TRS - threaten to reduce state and city budgets for
almost every other expenditure.
Some suggested solutions to reform teacher pensions, as Christie has done in
New Jersey, would stop cost of living adjustments for future retirees,
raise the age of retirement, or as requested by Emanual and Quinn, transfer
the current state payment for teacher’s pensions - to the school districts.
Quinn said he doesn’t think it’s fair that only the city of Chicago
directly pays its teacher retirement costs. Local school districts are the
employers, he said, and “they should have a stake in the retirement of
their own employees.”

其他的由 state sales tax & income tax.
但是CPS太大， 所以由State government来， 特别是pension部分。

rather than a superintendent. The position was redefined after Mayor Richard
M. Daley convinced the Illinois General Assembly to place CPS under the
mayor's control. Illinois school districts are generally governed by locally

我们蓝州就是需要像妮大叔这样能拔刀相助,知难而进,扛起重任,扶危济贫，而且坚决
不享受政府福利的热心人。每天吃个饭买个东西交着全国最高税不算什么,趴个车需要
付十块二十块都是应该的，没事总被警察开个罚单都是小case...谁让我们城里大叔高

Quinn said he doesn’t think it’s fair that only the city of Chicago
