you want to encourage. Playing standard signal, you may often have
trouble finding the right spot card because sometimes, 9 or 10 may cost a
trick. So that means you often can't give the highest small card to encourage
which may produce some confusion. If you have no high cards in the suit,
usually, you don't really care which spot card to play, so it's more safer
to play a high spot card if you have no interest in the suit.
