況下，地方政府間展開了一場意外的物資爭奪戰。
湖北的黃石市和重慶市在本周指責雲南省大理市，攔截了本屬於他們的數百箱口罩。在
周四（2月6日），雲南蒙自市也被指扣押了廣西柳城縣的大量口罩。
此外，一張在互聯網上廣為流傳的文件顯示，山東青島市指責遼寧的瀋陽海關扣押了其

《中华人民共和国可持续发展国家报告》发布
日前，经国务院批准，我国政府发表了《中华人民共和国可持续发展国家报告》。这
份报告是为迎接今年8月26日至9月4日在南非约翰内斯堡举行的联合国可持续发展世界首
脑会议，根据联合国第55届大会的要求编写的。
报告全面介绍了我国在社会经济发展、生态建设、环境保护、资源管理、地方21世纪
议程、公众参与等方面的行动和成就，阐述了我国进一步实施可持续发展战略的部署和政
策措施。
1994年我国政府发布了《中国21世纪议程——中国21世纪人口、环境与发展白皮书》
，系统地论述了我国经济、社会与环境的相互关系，构筑了一个综合性的、长期的、渐进
的实施可持续发展战略的框架。
我国初步形成了可持续发展的法律体系。截止到2001年底，国家制定和完善人口与计
划生育法律1部，环境保护法律6部，自然资源管理法律13部，防灾减灾法律3部。与此同
时，加强了可持续发展相关法律法规的宣传教育和实施监督。国务院制定了人口、资源、

病历中没有精神病记录，就说人家没有精神病，简直是胡扯。
你第一次心脏病发作昏倒进医院，医生可以说你没有心脏病史，就不是心脏病吗？精神
病可能是慢性的，但如果不严重，家人也不一定会送去看医生。特别是穷移民，根本不
觉得有这个必要。
而且还有可能他被欺骗。至少应该调查一下谁给他货的上线。和塔吉克斯坦的警方对证
一下。
中国人还常常被人欺骗买假金子什么的，所以不是说一般正常人都可以不上当受骗，知
道帮人带东西的危险性。
总之，看完中方的说辞，我看不出审判的严谨，和对生命的尊重。倒是有意气用事，想
显示自己的大国风范的嫌疑。什么内政外人不得干涉？你中国公民到了非洲或者北朝鲜
，莫名其妙被抓判死刑，你说中国政府有没有权利交涉？
