这样一来，范文同的公函（以及其他类似的表态）在国际法上看起来是对越南很不利的
。但仔细分析，却又不然。
关键的地方就是自始至终，承认西沙和南沙属于中国的只是北越（即民主越南共和国）
，而不是理论上和实际上都控制西沙和南沙的南越。南越从来没有承认西沙和南沙属于
中国。北越的态度不等于南越，也不能代表统一后的越南。这才是问题的关键。
在国际法上，国家的继承是一个极为重要的问题。越南由于战后变迁极为复杂，需要国
家继承关系需要仔细分析。越南在战后的国家继承关系是这样的：根据1954年的《日内
瓦协议》，越南“临时”依照北纬17度线分为两部分：北越和南越。虽然这两个国家是
最终要合并的，但在未合并之前都是主权国家。一开始，南越是以保大皇帝为领导的“
越南国”（State of Vietnam），在1956年后变为越南共和国（Republic of Vietnam
）。在1975年，越南共和国为南方临时革命政府所推翻，后者成立南越南共和国。在一
年之后，北越和南越合并形成新越南。
在这个复杂的过程中，不加分析地把北越简单地视为越南无疑是的不恰当的。

均来说个子小，爆发力不如非洲裔，这些没什么好回避的。另一方面，平均而言，亚裔
智商高，这是有统计数据支持的。我们因为文化传统，一般更重视教育，尊重劳动。这

I dont know any Cantonese with this last name, but I do know several
Vietnamese friends use Ng. Ng is very common last name in Vietnam.
Besides, Lien is a last name used by Cantonese in Vietnam and Singapore.
When both people are together, I tend to think they are from that area. |
