的精英。再加上首都Tripoli在西边，这次造反的重镇Banghazi在东边，想想就应该知
道是两个城市的主体人口是不同部落的。
而且Tripoli是首都，加上利比亚的政权是中央集权，很自然的全国的资源会向Tripoli
集中，想想北京和河北，东北，山东的关系你就明白了。
而且全国20%的失业人口，政府机关这种肥差肯定是留给有关系或者卡扎菲自己部落的
人，其他部落和社会阶层人士肯定很不满。而且利比亚东部传统更加保守，宗教势力强
大，而卡扎菲政权是要镇压宗教势力的，肯定得罪了宗教势力。而卡扎菲当年是靠政变
推翻皇室上台，肯定也得罪了保皇党。
这次利比亚东部从平民到驻军一边倒起来造反，老百姓主动拿起武器跟卡扎菲的正规军
