先简单介绍一下，黄岩岛属于南海中沙群岛，离菲律宾大约200公里，离中国大约700公
里。其实黄岩岛不是一个岛，而是一片礁石，有干出礁也有暗礁。网上随便搜一下，都
说被菲律宾占据，其实故事不断在发展中，过程也很微妙。
90年代中外火腿党多次远征黄岩岛大家应该都知道，不罗唆了，在90年代末本世纪初无
线电远征停了几年以后，07年突然又高调去了一次，这里面的水就很深了。
90年代我们的几次远征，菲律宾比较不爽，一直派船监视派飞机在头上绕圈。后来在99
年初派了一艘退役军舰在那里搁浅宣示主权，但是99年底老朱出访菲律宾，前提条件就
是把那艘破船拖走，菲律宾不想跟中国闹翻也只好拖了，还不好意思拖回家，往回拖一
点在别的礁石继续搁着，也算对内有个交代没有卖国。
本世纪初菲律宾经济一直低迷，间或还有军人政变，外债负担很重财政赤字很大。04年
阿罗约连任后第一次出访就是中国，签订了很多协议拿了不少贷款，都是以桌面底下的
交易为条件的。所以才会有了以后的无线电远征，05年是外交部主动向中国业余无线电
