大概因为家庭背景，我本人相对来说比较关心国外学术界对中国海上力量的分析，
相对于国内一帮到处打打杀杀的喊声，痛斥TG卖国，国外一般分析都是中国这次做的很
聪明，我也想尽我之力，多翻译一些这类的文章，让大家多看看一些比较深度的事件分
析，不过因为这类文章都比较长，我的英语只能说是一般，时间也没有那么多，只能是
尽力而为了。

菲律宾声称它们最大的战舰在南中国海的一处有争议海域与中国海监船遭遇并对峙
。当时此船正试图逮捕此海域的中国渔民。
两艘中国海监船编号为“海监75”和“海监84”随之出现并驶入在菲战舰与中国渔
船之间。“从而阻止了对非法中国渔民的逮捕。”
南沙群岛目前中国，菲律宾，越南，文莱，马来西亚，台湾都声称拥有主权。这一
系列贫瘠的岛屿，暗沙，珊瑚礁所在海域被认为有着丰富石油和天然气资源。其岛屿领

跟这帮自称理科的文科生物wsn实在纠缠不清楚。给丫们上点洋大人自己的说法吧，而
且都是学术圈的，已有reference一堆，其中一份是著名的兰德公司的报告。
另外，美国和澳洲已立法限制使用脑波扫描仪，拿脑波扫描仪扫本国公民已是联邦法的
重罪。不过这个比较难的是你无法证实谁接收了你的脑信号。所以立了法跟没立一个样。

一个神一样的故事。
以下正常评论：我在那个公司的网页上读了一下他们的博客，里面给出了他们抓到这个
黑客的具体过程。
1) 首先，他们对某些被认定有恶意软件的网站域名进行了登记人情况调查，他们注意
到很多域名的注册人都使用了类似或者相同的用户名email id, 那个id就是cpyy。。。
这其中他使用的邮箱既有国内的新浪什么的也有gmail.
评论： 别的不说，大家查查这个mitbbs.com的域名注册人的邮箱是什么？我都懒得查
，肯定查不到！因为注册人屏蔽自己地址信息是一个选项，也就是除非你是big
brother，否则你是看不到的。除非，除非注册人自己没有屏蔽，而是自愿公开的，同
时，还故意用了一个和自己名字直接相关的id，此其一。神一样的故事。要么这个公司
的发现实在太神奇，要么这个黑客实在太神奇。

A Russian surveillance plane soared through secure airspace over Washington
on Wednesday, presumably collecting intelligence as it traveled near the
Pentagon, the Capitol and other government buildings, two U.S. officials

「天網」工程是中國國家安全監控系統，目標是讓政府隨時辨識 13 億公民，以保持社
會、政權穩定。但根據先前《南華早報》報導，依賴歐美國家進口，在鏡頭產生強大雷
射光束的小型裝置，近日禁止輸出到中國；有參與建造「天網」的科學家指歐美國家對
敏感技術、設備的各種出口限制，讓「天網」發展大受影響。
現在中國境內共有 1.7 億台監視器，2020 年前中國政府更計劃加裝 4 億台同類鏡頭

Google's services went down for an hour yesterday after its IP addresses
were routed way from normal paths to Nigeria, China and Russia. Google told
Ars Technica it doubted the leak was malicious, despite the fact that
government-owned China Telecom was recently caught routing Western carrier
