现在非历史专业的人,一般常说的所谓民主自由.
其实指的是欧州开始的自由主义,最主要的两点我认为是扩大平民参政的
渠道(在西方是选举权,在列宁是解放农奴等等)和社会福利体系.
欧州美国在19世纪实现这套系统.二战之后,自由主义/去殖民化
是美国和苏联共同主导的.从这个维度看,美国和苏联对社会问题的解决方法,
本质上其实区别并不大.美苏勾结的历史,可以上溯到列宁和威尔逊时代.
冷战其实可以解释成一个给与更多人参政的可能,给与更多人社会福利的历史计划.
这中间有美苏竞争,但目标在这个角度看,是一致的.

我看风险非常大.在19世纪当时,欧州有第三世界国家垫背,日本有大清帝国垫背.
现在没有那么多资源,可以前进的选择会少很多.起伏波动会非常大.

北京四中有一个班15-20名连北清科复交南浙都上不了的吗? (横向对比美国的ivy +
mit + stanford + caltech etc)
我这里查的state前三的一个好学区, 除了因为local的原因columbia去的多, 其他的
ivy or top U只有前3, 前5才能去.
然后你再算进去亚裔还要take AA suffrage

附和中国的立场，认为「民主没有完美的方式」，于是大骂外交部向中国叩头。
但是，受过教育的英国人，英文是含蓄而精细的，不像今日中国语文之粗糙。仔细看看
英国外交部的原文，是维园阿伯们不懂的：

美国旗帜鲜明地支持香港民主选举。如果美国也这样旗帜鲜明地支持中国大陆的民主选
举，我倒是要非常感恩美国了。可是正如我在纪念64的文章中说过，美国并不支持中国
民主选举，64以来，不仅没有像在香港今天这样表态支持过，反而一再赞扬褒奖中国社
会制度以及中国政府。甚至还警告说民主选举将会把中国引向灾难。
为什么美国又要支持香港民选呢？
因为，香港政府只是中国的一个地方政府，权力有限，根本不能决定中国的战略决策。
所以美国根本不需要买通香港政府为美国的重返亚洲战略服务。反而，有一个叛乱中的
香港能够给中国带来很多麻烦，至少在国际上进一步把中国的道德名声败坏了，还可能

universal suffrage是1965年才在美国出现的东西。而且其实也还是没有
universal，18岁以下的公民就不能投票。
其实有一定的道理，因为你不own property，你在这个国家就没有stake，

所以政党提名、公民提名，是绝对不可行的，没有法理依据的。况且香港并没有真正的
政党，所有的政党都是团体、公司，法律地位上没有政党，也没有政党条例。因为没有
政党，因此也就没有执政党。
没有执政党概念，怎么可能会有政党轮替的选举制度？
既然如此，那就得按照第45条来。不管以后什么时候，不管2047前还是后，只要这份基
本法还是有效，你就必须按照这个45条来。特别注意的是，45条中，多次用到“
selection”，而只用到一次election。
也许香港人唯一可以争取的，就是这个committee是怎么组成的。这个是可以在实践中
不断优化的。

港大學生會就二月八日旺角之役聲明
時值新正頭，小販路邊擺賣，銷售魚蛋雞髀，市民樂也融融，本無大礙。然而，食環署
連日巡查，趕盡小販自力更新，殺絕黎民度歲雅興。警方又配備盾牌、伸縮棍、胡椒噴
霧、紅黃旗幡等到場，刻意挑起民憤。連番衝突過後，警員 PC5619 不顧流彈誤中途人
