发帖数: 1211 | 6 想必拿中国护照的都有此体会 -- 国际航班，航空公司会检查乘客前往目的地国的签证
，以确保乘客能进入目的地国，否则航空公司可能被罚款，承担把乘客送回来的费用。
除非目的地国对乘客持有的护照免签。如果是转机的话，即使转机国不要签证，那也得
查最终的那个目的地国的签证。
拿美国护照去俄罗斯是要签证的，但从Snowden事件的进程看，报料是计划中的，但选
择飞俄罗斯貌似是临时决定的，不太像事先就办过俄罗斯签证的样子，除非他之前就有
过签证且尚未过期，但可能性不大。
另一个可能性是，他买的机票是俄航经莫斯科转机去某个西欧国家，那样他的美国护照
的确可以免签，俄航的确会允许他上飞机。但真要那样的话，俄罗斯或者俄航早就可以
说根据机票，他的下一站是某国，尽管大家都知道他未必会上下一班飞机，但至少新闻
里提一下他的机票是很自然的，但这些天的新闻里根本就没这一茬。 |

不管哪个国家，法律也好，政策也好，都是管P民的；换句话，都是有exception的
俄航之所以能让他上飞机，上了飞机后又把他安排在terminal有吃有喝，显然是
经过上面的意见，俄航只不过是执行者。
如果俄航不让他上飞机，直接把他加到黑名单里面，航空公司有这个权力。
退一步。
从技术上讲，snowden完全可以临时买一个俄航去第三国的全价机票，
再在规定时间内cancel掉
所以，就算obama政府追究起来，俄航也完全可以从技术角度说得过去。
追究了也白追究，所以还不如省一些时间，就不在这种细枝末节上浪费精力了 |

有转机机票
国际政治是很微妙的，从技术上讲，让美帝抓不到把柄是很简单的，当然美帝也不会傻
到那个地步去查这些细节的东西，无论中俄，目的其实就是说我不想惹你，但也不会你
说啥就干啥
所以实际上，这件事一开始，中南海和克林姆林宫里面就一定有专门组成的小组专门处
理，小组成员会是有外交部国安部等各相关部门的高层组成。而那个圈子里无论俄航
CEO还是香港特首都只是属于底层等待传达指令的地位。
而媒体上的消息，绝对不会有真正的爆料，都是些故意让公众看得东西 |

常的国际旅行程序作出决定。通常情况下，没有携带适当证件的旅行者将被遣返回原出
发地，具体到斯诺登，就是香港。但这会使俄罗斯与中国的关系陷入紧张，因为中国似
乎急于让斯诺登离开中国领土。
俄罗斯一些维权人士和政客呼吁俄政府向斯诺登提供庇护，但普京的态度似乎比较冷漠。
知名的外交政策分析师Fyodor Lukyanov表示，从普京的语气中人们听不出同情；普京

一方面，有法庭命令，你就必须遵守。要是政府相关部门有法庭的搜查令向什么公司要
哪些哪些信息，那公司不遵守的话就违法了。也有时政府索取一些信息的时候没有合法
搜查令，这种情况下硅谷很多公司是会顶回去的，不会盲目遵从。同时，法庭的禁口令
又不允许这些公司向外公开这种事。硅谷一些公司正在联合推动改革这方面的法律，试
图提高透明度，至少让公众能多了解一些政府索取了什么信息，这些公司提供了什么信
息的大致情况。
另一方面，NSA私下也一直在找办法监听这些公司的数据。Snowden曝光出来这些公司各
方面的一些安全隐患，很大程度上也加速这些公司技术升级，希望将来更安全。 |

真是分析精辟入里，看了真是叹服普京，俄罗斯人。最精彩的是此评论提出的‘普京这
样做是为了让各国大家共同分担庇护斯诺登的责任”，这是我没有想到的。
中国人，见识见识人家的政治手腕，学习学习人家的思维方式吧。不要只有搞建设当工
程师的智商和高中生一样纯洁的情商。

live in the Venezuelan embassy in Moscos (like Assange is in the Ecuadorean
