律政司司長袁國強首次披露，與美國政府就中情局前僱員斯諾登事件溝通的過程，強調
特區政府沒有刻意放生斯諾登，亦無刻意放緩處理步伐。特區政府向美方查詢資料時，
亦有留意對方對斯諾登的指控，是否屬政治檢控。 袁國強說，本月15日收到美方提出
臨時拘捕令的要求後，曾親自與美國司法部部長通電話，亦曾要求對方就臨時拘捕令提
供進一步資料，包括美國的外交文件上，斯諾登的名字是Edward James Snowden，本港
入境記錄是Edward Joseph Snowden，而美國司法部提供的美國法庭文件則是Edward J
Snowden，對方亦無提供斯諾登的護照號碼，港府要求美方澄清，但對方沒有回覆。 袁
國強又說，直至斯諾登離開的1分鐘，美方都沒有回覆律政司的要求，本港無法律依據
限制或禁止斯諾登離開。 他承認，與外交部駐港專員公署有正常溝通，但以上的過程

备没有后门。
从这次Snowden事件可以看出西方的通讯，媒体和软件公司和美国政府有密切的和作，
这些公司为美国政府提供各种方便后门监听美国国内国外的通讯。但美国政府不可能要
求华为中兴的通讯设备也为他们安装后门，所以美国只有禁了华为和中兴。
同时他们在国际上大造华为中兴的通讯设备为中国政府安装了后门的谣言，使他国不愿
购买华为中兴的通讯设备，从而影响华为中兴的销售，最终达到消灭华为中兴，只有和
美国政府有密切的和作的公司的产品才能在世界各地生存的目的。
美国本来可以更早对华为和中兴下手，但是没料到华为和中兴会迅速崛起，给他们一个

，结果土共屁都不敢坑一声，中俄的鲜明对比高低立现，所以美国人从政客到老百姓眼
中一般都是根本看不起中国，尊重这两字是根本找不到的，而老毛子，因为冷战核竞赛
的的原因不敢低估对方，但是心里还是有尊重的。 |

美国政府就是高调收留用来打TG的脸的。现在刚好碰到SNOWDEN这件事，TG也应该高调
收留，顺便标明中国政府也有决心输出自己的价值观。
看看美国的总统竞选，候选人之间都是霹雳啪啦相互对着脸一通狂扇，没有谁会想到给
对方留面子和气生财。美国对中国的政治关系，最终取决于两国之间经济和军事利益的
互补或竞争程度，根本不会因为一点点面子得失有任何改变。

【明報專訊】美國官員催迫港府發臨時拘捕令、交出中情局前僱員斯諾登（Edward
Snowden）僅1天，在港逗留了34天的斯諾登昨日閃電離港。港府昨午發表聲明，證實斯
諾登已「自行循合法和正常途徑」離港前往第三國。據俄羅斯傳媒報道，斯諾登會取道
莫斯科前往與俄羅斯有密切關係的古巴，而最終目的地相信是反美的南美國家厄瓜多爾
。身兼斯諾登代表律師、與港府談判的議員何俊仁透露，港府不肯承諾在離境時不採取
拘捕行動，斯諾登唯有「博一鋪」在機場離境（見另稿）。
正在越南訪問的厄瓜多爾外長帕蒂諾（Ricardo Patino）在twitter證實，厄瓜多爾政
府收到斯諾登的庇護要求。厄國駐俄羅斯大使則表示，他會在莫斯科與斯諾登會面。
