保守主义并非主张固步自封，更非宣扬复古。保守主义者主张渐进地改革国家的经济制
度和政治体制，如果有一个政治势力试图来个“大跃进”，那十有八九是要给社会带来
灾难的。

首先请原谅我使用‘人民’一词。‘人民’是在中国媒体上用烂了的一个词汇，但在西
方媒体上却十分罕见。盖因‘人民’一词是一个十分模糊的集合名词，是谁？有多少人
被涵盖？尤其是，任何个人如果没有‘人民’的授权，有什么权力代表一个群体发言。
因此我在这里使用‘人民’一词，只是强调多数，有出乎意料的美国人数，反对这个看
起来非常美好的医疗计划。
