term capital gains如此低而显然不公平的税率，民主党也没有说要改改。
有一个背景问题你要意识到，就是你再维护资本家利益，你也不能把屁民逼得造反，所

和禁止的行为之间建立因果关系。互相腐败的双方有一定默契和信任，不会赖账。这种
腐败方式只有美国这种高信任社会才能存在，中国就不可能存在。
比如政府腐败常见的revolving door。在台上的时候对自己监管范围的公司行方便，网
开一面，和业界公司保持良好关系。但是好处条件谈都不会谈到，在台上的时候也不会
收一分钱或任何好处。这就是所谓的regulatory capture。下了台后，甚至下了台过了
必要的等待期后，在整个行业的公司里都可以找个管理层的高薪位子做。这就是腐败双
方的默契，按现有的法律不犯罪。要完全禁止这种事情除非立法完全禁止政府和公司两
者之间的跳槽，而这基本做不到（立法者也不想立这种法）。

我即将返台给演讲，所以未来两周会很忙，不计划写新文章，请见谅。
陈水扁一上任总统，自家和手下的人就忙着贪污捞钱，吃相十分难看，最后落了一个贪
腐的骂名。其实这样的总统在美国歷史上也有几个，最近的例子是1920年选上的Warren
Harding。当然美国的政治文化底子要比台湾深厚多了，所以Harding即使自己下海也
没有留下证据，但是他任命的部长和局长级人物普遍贪污，Harding知道了之后也暗地
包容，甚至安排让他们逃出国外。Harding很幸运，只做了三年就病死在任上，大多数
案子还没有爆发，同样是共和党人的副总统Calvin Coolidge仍然得以在1924年胜选，
对Harding任内的贪腐案件追查自然就不是很彻底，实际情况有可能比歷史的记载更恶
劣的多。
1932年小罗斯福当选总统之后，继承老罗斯福的内政思维，大幅扩张联邦政府的官僚体
