总统制的特点：立法和行政相对独立，政策可以不被民粹绑架，但是总统的能力必须很
强。
网络的普及让大家可以更快找到合自己胃口的社群，互相reinforce已有的观点，懒得
和持不同观点的人compromise。也就是说，选民不再是“大众”，而是很多个“小众”
。美国两党的polarization绝对不是偶然。在这样的选民结构下，很难找到一个有
charisma的总统可以让多数人信服。
