发帖数: 70028 | 6 今年5月20日，英国星期天《泰晤士报》刊登评论员文章，对中国在英国举办孔子学院充满敌对态度。该文章引用伦敦政治经济学院著名政治和外交学教授Christopher Hughes对孔子学院的强硬和冷战的言辞（见附件2， 英文原文）， 在英国引起一场不小的震动。
5月24日，美国国务院以签证为由，要求孔子学院中国教师限期离境,引起全美数十家孔子学院，以及和孔子学院合作的大学，一片哗然。
把这两件事情连系起来，不难看出，中国利用孔子学院向全球传播文化和语言，被西方一些右翼分子，当成是中国政府宣传软实力的工具。
作为英方的孔子学院院长，我对这个问题，也是感到非常困惑和震惊。
为什么，中国政府诚心诚意地花钱推广中国的文化和语言，会遇到如此想不到的打击和阻碍？中国政府应该如何对付这样的打击？如何应对今后更加意想不到的困难？
本人认为，中国政府应该做好如下工作：
其一，保持冷静的态度，认真研究对方各种持不同观点和态度的人群，采取有效措施，争取亲华力量，尽量化解冷战思维人士的冷战态度。

传统新闻史认为，旧制度时期的法国新闻业处于严格的书报审查制度之下，因此在1789
年革命前没有发起过对旧制度的攻击。然而，新研究表明，1775年，法国大众新闻业曾
经在政治上突然变得激进化。这一现象与一批涌入新闻业的受挫剧作家有关，更与当时
新君即位、莫普改革失败和高等法院被恢复等政治事件密切相关。但是，激进的新闻业
不久便遭到官方镇压，重新被纳入王权书报审查制度控制之下。到了1779年，一切归于
沉寂。然而，这次昙花一现的新闻自由还是对岌岌可危的旧制度造成了沉重打击。

executed, as long as it approximates 3% of equity. It could be ones frequent
flyer mileage divided by 10 or the square footage of all of ones real
estate owning, for arguments sake.
Your college kid example in this context is extremely flawed. You want to
hit a target on equity, you want to tax a certain fraction of national

tax regime change, spending level etc, especially something fundamental, if
done in a short period of time, will rock the system, as you said a death
spiral. But there is something called "gliding path" or "phase in".
Essentially, cap fed tax revenue to 20% GDP, slowly increase tax on asset,
and decrease tax on income. How long it takes? For reference, S-B's proposal
on SS reform will take about 60 years.
