H1B没能被批准，然后就决定回国了。现在我们结婚了，希望她能签f2过来，但是在填
在线visa 160表格的时候有一项是要填“Have you ever been refused a U.S. Visa,
been refused
admission to the United States, or withdrawn your application for admission
at the point of entry?”，关于我的情况的话，这个问题是否应该填“no”啊？我老
婆之前在美国申请过h1b没被批准，但那个应该是不是不算被refuse过 visa啊？只算被
refuse过身份转换啊？因为我的关于visa的理解是进入美国的凭证，已经到了美国后发
生的关于身份变换的事情，是不是和visa毫无关系啊？就是说是不是如果人到美国后然
后申请h1b即使被批准了，也是和visa无关，不代表你passport马上有个visa，而是你
离开美国后再申请visa才会再passport上有个visa的纸？
