美加在NAFTA的一揽子协议够free，fair，reciprocal了吧。加拿大北电，黑莓,ATI都
在自由竞争中被美国搞死或者收购了吧；加拿大大学发明的Java，Deep Leaning，
Machie Learning下围棋最后都变成美国技术了吧；双方贸易美国对加拿大还是顺差。
最终还不是一句危害美国国家安全就对加拿大加税了。
中国就算把BAT解散，把对美国顺差变成对美逆差又如何？美国连加拿大都不放过，怎
么可能放过中国。
所以中国和美国谈判纯粹是浪费时间。 |

里也是凶多吉少。
不过回想20多年前，从89年老布什开始的assault weapon import ban，大概谁也不会
想到会有全国CCW reciprocity可能的今天。不管最终通没通过，人民觉醒和拥枪派的

署国，因此不能不能在德州合法开车，而另一个叫做ROC的国家才可以。这个说法被广

依据这个法案，如果你本身在所在州有合法持枪的身份，就可以
各个np官网基本都有weapon/firearms这一页，陈述这个事情，
而且多数会同时给出所在州的相关法律
比如yosemite的：

从制度角度来看，通过回顾中美经贸关系的过往，希望能帮助大家把变化的经济环境、
经济力量以及地缘政治、意识形态等其他问题纳入分析框架，从而全面理解一下中美经
贸关系走到现在，到底有哪些坚实的基础？问题为什么重新被提出来？曾经是如何成功
把政治和经济问题区隔开分别处理？今后国内政策怎么调整、往哪一个方面调整？
下一步中美关系怎么走？很重要的一点是要读对方的思路，如果完全自说自话，那做出

，美国计划从6月1日开始的一年时间里把美中逆差削减1000亿美元；在2019年6月至
2020年5月之间再削减1000亿美元。态度不可谓不坚决。而中方则试图让华盛顿放松对
中国投资的国家安全审查强度，最终，为期两天的中美贸易谈判并没有形成共识。
实际上早在2016年，欧盟将对华政策评估后就提出要“对等”，在特朗普上台后，继续
强调“市场机制、竞争机制”的对等。甚至用出了“mirror”一词，指镜子、建立镜像
。这在本质上和中方强调“互利”不同。而另一方面，现有的制度和体系很难改变顺差
的现状，如何利用自身优势制订新的规则，是需要考虑的问题。

美国的签证有RECIPROCITY的原则. 参考:

由于是RECIPROCITY的原则, 理论上, 中国人拿到的美国工作签证也应该是
多年和多次往返的, 因为外国人在中国拿到的工作签证虽然是一次性的, 但是
他们在中国的RESIDENT PERMIT(相当于美国的I-797)允许一年或两年内多次
出入境. 具体情况, 请参考:

也就是说， 实际上美国和中国的工作签证并不对等。
在中国, 外国人的RESIDENT PERMIT相当于多次往返的签证。 美国的I797
却不能充当这个用途。 美国的I94在出境时也必须交回。 所以， 美国工作签
证的RECIPROCITY并没有达到等同于中国签证+Resident Permit的效果。
根据调查结果, 我们至少是可以请求美国政府根据RECIPROCITY的原则, 将
