请问类似2%是targeted所以我没有..

ge capital：0开户，申请程序有些繁琐，处理需要一些时间，有被拒的情况
ally bank：好像反应比较好，客服不错，多少开户没注意
discover：反应也不错，500开户
chase：钱多多话利率高一点
最近才关注saving account，不知道会不会有promotion？大家一般的经验是啥？值得
等吗？ |

I actually called Target about "invalid card/PIN error." It's
not just an error, they deactivated it for promotion abuse. They insist
buying new gift cards with old gift cards-- abuse (never seen any terms and
conditions about promotion abuse). The supervisor kept saying like a robot &
#34;we can't do anything about it." And he even hung up very rudely.
