今天收到NIGMS director 的公开信，里面明白着说单个实验室不应该拿到超过三个R01
（除非是clinical research), 并明白指出这个动向的原因是：
1。在钱的总数有限的情况下，一个实验室拿到多的钱就会导致另外一个实验室拿到的
钱变少。
2。大实验室对博士后和研究生培养不利，因为导师的注意力被分散了。
3。从统计上来看，大实验室的成果并不和资金成正比

首先说烙印的威胁
烙印在美国插管吸血的严重程度比较犹太人已经有过之而无不及了。大家看到的IT行业
各个被占领的大公司：微软、Adobe、Google以为这就是阿三的全部，殊不知这个只是
可怕事实的冰山一角。阿三在金融商业领域的寄生更厉害。现在银行、投行、基金、四
大、咨询把大部分的IT、operations等后台放在印度的outsourcing center，这些子公
司不参与印度的业务，他们唯一的任务就是用更低的价格代替欧美大公司低端职位。金
融商业界的烙印寄生要比IT业的简单的多，因为不需要IT技术知识，所以危害也更大。

什么是HR1044/S386法案？
简单点说，目前绿卡申请每年都有名额；名额按照国家分配，每个国家有上限，不能超
过7%。HR1044是众议院一个议案，目的就是取消7%按照国家配额的限制，S386是参议员
的对应法案。
2020年-2022年之间，对除中印之外的其他国家预留少量名额保护；
2022年开始，彻底没有限制，所有国家的人混在一起申请绿卡。
取消国家限制看上去不错，但现实是：绿卡申请并非一个clean start，而是有大量遗
留问题。
现在最明显的问题是：印度人排期在2009年，而中国人在2016年。

St Petersburg’s governor has signed into law a bill making it an offence to
‘promote’ gay or transgender personal identities with commentators
fearing how badly it will ‘encourage hate’ towards the city’s gay, bi and
trans people.
The city now punished the promotion of such identities with a fine of 5,000
