着worldwide走，被WW压的不能继续往前走，所以就导致了FB CHINA有未用完的visa，
分配给EB。奥本在2月的时候提到了这一点，导致了EB2可以开始放水，否则EB2的放水
时间还会延后。奥本在今天再次提到了FB的demand大量增加，导致EB3不能继续前进，
而是后退，也再次验证了EB3的配额今年已经吃满。
EB3没有FB的SO，也应该说明EB2没有FB的SO。2月份的时候EB2有FB SO，EB3也应该同样
有FB SO，因此年初的时候EB2可以放水，EB3可以快速前进。EB2现在还没有后退，而是
前进，说明EB2还有配额，还在吃自己的配额（我猜因为EB2比EB3多300个）。我觉得还
说明EB3的实际demand不低，因为有SO，还有升级的情况想，今年都没有突破到2011年
底，但是十月份EB3又会回来了，是不是还follow今年的pattern？也就是前三个月缓慢
前进，2016年快速推进（因为FB SO),是个看点。

Philippines' Duterte asks China to patrol piracy-plagued waters
