接受比起来，冷清的不行。内容也很晦涩，有趣的是戈萨奇的观点，这是他执笔的第一

案子起因很简单，联邦统计局的一个职员Perry，上班出勤率低，双方达成协议提前退
休，一个条件是Perry同意放弃他以前在平等雇佣委员会的一个他认为被歧视的上诉。
退休了之后，Perry反悔了，照规程上诉到MSPB，一个专门处理联邦政府雇员纠纷的机
构，理由是他被骗签的退休协议。MSPB的仲裁判Perry的退休没被骗。仲裁员同时决定
，如果Perry还是不服，因为退休是自愿的，MSPB 没法接受Perry的上诉，他只能依法
去联邦上诉法庭。
Perry上诉了，不过他没去联邦上诉法庭，他去联邦华盛顿特区法庭。特区法庭决定，
俺没这权力，你转去联邦上诉法庭吧。Perry不服气，闹到了最高法院。
最高法院七比二判华盛顿特区法院可以处理Perry的上诉。

lifted the cap regulating insurance premiums. At the time big insurance
companies threatened to back out of Texas market. Later it was found out
that Perry received contributions from insurance companies.
Another thing is that Perry approved the mandatory vaccination for
cervical cancer, which costs $800 each for all girls. Again money was
