是。仔细研究了一下一些NSF PO写的BLOG， 还有别人和我分享的REVIEW COMMENT，大
致弄明白是怎么回事了。
其实EXTERNAL REVIEW就是PO把你的PROPOSAL发给至少三个OUTSIDE REVIEWERS，由他们
REMOTELY的来REVIEW。这些REVIEW COMMENTS会传到FASTLANE上。一到三个月后，开
PANEL MEETING,一群人（一般包括之前的REVIEWERS）面对面来讨论你的PROPOSAL
和之前收到的REVIEW COMMENTS。在集体讨论中，最少三个人来LEAD，分别是PRIMARY,
SECONDARY和SCRIBE。这些人形成的是PANEL REVIEW。最后PO是综合考虑REVIEWER
COMMENTS和PANEL REVIEW COMMENTS来决定PROPOSAL的优劣。然后交给DIVISION，
DIVISION可能还会按照当年PORTFOLIO的优先级来重新衡量PROPOSAL的排序。

发帖数: 3043 | 2 一个Panel里面有20多个小组件,上下排列大概500像素高。我显示这个Panel的时候，是
从Frame窗口外面向里面移动，窗口上方显示Panel最下面的组件，窗口外面的不显示，
然后Panel继续移动的时候，再多显示组件，最后整个Panel移到窗口里面就都显示了。
我发现，这个移动看起来不连续，好像是Java知道大部分组件在窗口外面，不可见，所
以根本就没有提前画好，而是发现哪个组件需要显示了就现画。
为了确认，我在Panel没有出现在窗口里面的时候调用了Panel的paint，画到了我提前
给出的一个BufferedImage，结果BufferedImage里面什么都没有。如果在Panel完全显
示在窗口里面的时候调用paint,就可以看到BufferedImage里面画了这个panel.请高手
确认，是这样吗？
那么，能强制Swing提前画好窗口外面的包含20个组件的Panel吗？ |

拨的那种),很容易跳闸,所以想换panel,已经从政府申请了permit,本来估价1700-2400之
间,后来实际换的时候旧的panel被vent挡住拿不下来,电工建议新开个洞装在房子外墙我
不肯,后来说在旧panel下面开个洞我也没肯,而且在旧panel下面开洞要开墙,估价上升到
$3500,不懂电,换panel是不是就表示线路也做upgrade? 而且是不是忽悠我? 既然能开
墙新打洞,为什么旧的会拿不下来? 有房子设计的时候panel拿不下来的么? 我觉得不可
能啊... |

我正好自己要建一个detached车库（从无到有），电的方面要DIY，所以这方面看
得比较多。你自己提供的背景信息不足，我就将我所知道的不太容易查到的一些要点给
你参考一下：
1. 一般的情况如换breaker，火线接入panel的位置一直有电，即使你把panel的总
breaker关掉。所以换Panel，要叫电力公司在meter那或更前面断开
2.Meter那里的连接、施工、断开，如版主所说，约电力公司即可，我所知道的情况是
，电力公司给你接个临时的电表，记下你的用电量，等施工结束，又换回来，总之应该
就是走程序，1-2个预约。有些人家Meter那里还有个开关，那就方便了，不用通过电力
公司。
3.Panel和breaker要求是一个厂家的
4.接地就用现有的，一般是金属管线如：气管、水管。你的情况似乎不用考虑这个。我
的情况是在detached车库装100A Sub Panel，所以需要额外接地，如铜棒或水泥地基接
地（Ufer ground）
5.两个火线接入Panel（A、B管脚），不同容量breaker在Panel两边的布置要均衡

貌似没有换Meter Socket Panel。
如果只是换circuit breaker panel 的话，需要换的是150Amp circuit panel, 而不是
200Amp Panel。1971 的房子，从Meter Socket Panel到 Circuit Breaker Panel 的
线很有可能还是铝线，原来的线只能承受150Amp 负荷。 |

你要用多少电才能省出2万刀来，而且好多是LEASE的
自己不OWN PANEL，电费便宜20%，看似是DEAL，但是
责任呢，失火烧了呢，冰雹砸了呢，谁的责任？而且
廉价PANEL寿命最多20年，发电量每年递减20%，没几
年就发不出电来了，弄个PANEL在屋顶，他们成天
来修踩来踩去的，房瓦被踩烂的可能很大。一个月电费
100，一年你才省240，10年才2400，比起2万的PANEL简直
九牛一毛。 |

，但主办方只让本人做了一个poster。 想吹一下被邀请参加的，但总感觉poster不太
好吹。牛人当然还是Oral了。
另外，本人作为panel member参加了workshop的一个panel discussion. 这个也能吹一
下吗，但program上写的还是Student Panel （虽然实际上panel 成员都是postdoc），
写上是不是会起反作用。
另外，program里连poster session的目录，摘要都没有，自己的名字只在Student
Panel 里出现了一下，这个program还要给IO看吗。
是不是只把当初做的Poster附上就可以呀，会不会不太可信呀。

家讲讲情况，觉得合适朋友可以考虑。偶绝对不是拖儿，就是比较想帮助一下那个到我
家宣传的小伙子，人非常好，第一份工作，说话轻言细语的。
solar panel 免费，所有的安装，维护都免费，solar panel 归他们所有。你只需要付
solar panel 发的电，12 cents per 千瓦时。NSTAR 发电公司现在是18还是20 cents
/KWH。所以其实是很划算的。唯一的不好(我觉得是不好之处)是要签20年的合同，我很
担心卖房的时候，如果买家很保守，非不要，那你就要把这个 solar panel 买下来，
其实也不贵，3-4千左右看你装了多少了。他们的说法是如果要卖房，买家不会拒绝便
宜的电的，所以买家都会要，transfer 很容易。他们也提到 solar panel 其实是买房
的亮点。
他们公司之所以这么做还能赚钱是因为麻州刚刚通过条款，给向他们这样的太阳能公司
给很高额的补助(30%还是多少)。基本在别的州做太阳能现在是赔钱的。在麻州做，还

PANEL。刚刚回复他说乐意之至。只是现在有几个问题，实在不好意思开口问PD。（说
实话，我特别害怕我们那个PD，不知道为什么。）就上来跟大家讨教。
问题一：PANEL在SET UP之后一般都由一个VOLUNTEER ORGANIZOR负责组织吗还是直接由
PD组织？
问题二：PANEL MEETING那天，是要到NSF集合。俺们比较土，NSF是俺接触的最大政府
部门了。进NSF需要什么身份验证吗？还是PD会出具一个什么证明给PANELIST这样才能
进门。
问题三：我们PANEL MEETING的时间是五月底，具体地点是要等PD的通知吗？PD在EMAIL
里只说到NSF去MEETING，也没说那个BUILDING那个ROOM。我也不好意思问。
问题四：我要是开车去DC是4个半到5个小时，TAKE AIRPLANE也差不多4个小时。自己
PREFER DRIVING。如果开车去NSF的话，NSF能给报销吗？还有要是开车去NSF的话，NSF
门口PARKING LOT紧张吗？

NIH申请给达到了一个special emphasis panel (没有放我自荐的最合适的panel）, 查
了一下，是个member conflict panel。问题是我不是如何study section 的standing
member。我只是今年2月份以前去过3次我自荐的最合适的panel，这样不应该算member
conflict吧。
有希望request re-assignment吗？这种member conflict panel怎么样啊？ |

Service upgrade 与换circuit breaker Panel 是两码事。
Service upgrade 的同时，必须要upgrade circuit breaker panel.
如果curcuit breaker panel 坏掉的话，只需要换 Panel only, 属于修理，不是
upgrade.
但是西部和东部使用的Panel 会有所不同。每见到图，真得不好说。

my electricity bill was $158 for 1230 kWh last month, roughly 13c/kWh. this
includes ~$30 from my pool pump, ~$30 to charge my volt, ~$30 from the
dehumidifier.
1/3 of the bill was from the distribution charge: 5c/kWh. I just switched to
a time-of-use plan, which gives me 1.5c/kWh distribution charge for 7pm-

VVUS 已经被hold了。看看vvus的panel 结果对其它两个减肥药的影响。（arna, orex).
1.如果vvus conditional 通过（适用于未孕人群)，那对arna是个good news－－a）,
panel 尺度有所放松，b）,还有一定的市场留下来。对orex就意味这完全落后了。
2. 如果vvus被要求做pre-approve CV trial. 这对vvus 打击巨大。arna 也会因为可
能面对同样的panel 要求而出现大dip。
这个结果对orex 很不错。本来落后的，立刻变领先了。

A central Illinois school recently gave students an assignment many are
calling a “death panel” assignment. The fifteen year olds were told to
decide what six of ten people would be allowed to get life-saving medical
treatment.
The school, St. Joseph Ogden High School in St. Joseph, IL, presented
students with the situation where ten patients needed dialysis treatments.

whereas the R60P have a QXGA panel, which is TN Panel, I am quite sure about
that.

You should present what you really think. You think too much for this. If
you are afraid of being revenged, you should not take the panel position in
the first place. But do not worry, it IS confidential.
reviewers?
You need first to present what the proposal is about and what you think
about the proposal. And you need to scribe what others say about it in the
panel and you are in charge of the panel summary. |

一般PANEL MEETING之前就给RATE，如果RATE的分数太低，就不会在MEETING上讨论，直
接就拒掉了。
在MEETING上讨论的又分为PRIMARY，SECONDARY，和DO NOT SUPPORT，一般MEETING上讨
论的都会给一个PANEL SUMMARY。所以如果你的PROPOSAL被拒并且没有PANEL SUMMERY就
说明连第一轮都没过，不过也不用泄气，很多大牛的PROPOSAL也是第一轮不过就刷下来
了。如果被拒但有SUMMARY说明PROPOSAL还可以，但是还不够好。如果PROPOSAL中了但
是中间等了很长很长时间就说明是SECONDARY，很好，但是PO要凑钱。要是凑不到只能
建议你修改修改下次再投了。
一般PROPOSAL没有大的硬伤都能过第一轮，硬伤可以是PROPOSAL的原创性和新颖性。也
可以是缺少明显的NSF要求的但是不重要的部分，比如EDUCATION PLAN。硬伤甚至可以
是PROPOSAL的格式和字体大小。总之，只要严格按照NSF要求写PROPOSAL自己再仔细推
敲推敲都能混过第一轮。

用EAD可以拿flat rate reimbursement吗？
报销的人发给我一段话，说不可以flat rate，只能实报实销。
A person who is not a citizen of the United States or a resident alien (
green card holder) who serves on a National Science Foundation review panel
or advisory committee (including a committee of visitors (COV) or other
authorized subcommittee) may be reimbursed for per diem and transportation
expenses, but is not eligible for flat rate payment

我的研究方向重叠的很大，不知道是该参加他的panel还是找另一个方向的/也跟我研究
相关的小组加入。大家会怎么做？
ps. 该同事也是新来的，我们是一个研究领域的，他在其他学校faculty过四五年，在
本领域小有名气，我是phd夏天刚毕业的。 |
