means. You can't discover an island you already knew from someone else's
map.
Since Japan had just annexed Ryukyu not so long before that, pretty much
without concern over Chinese reaction, it would seem highly laughable to say
they would worry about Chinese reaction over annexing an "ownerless" island
. Only an idiot would think that way.
