不过99%理工科学生都是这样，不足为怪。。
现在‘comprehensive immigration reform’已经不可能了，就是说H1b+绿卡一起改革
已经没有希望了。单纯要H1b改革还是有可能。
希望这个运动的发起人，试试发动Marco Rubio吧，他今年前就已经跟Hatch和
Klobuchar co-sponsor了一个Immigration Innovation (“I-Squared”) bill
这个bill说了好几年了，最近还有lobbyist在capital hill四处whip votes，但是一直
没有什么大进展，为什么？
就是因为这个bill牵扯到Rubio的政绩，也就牵扯到2016的presidential election。。
GOP内斗，再加上bipartisan politics，政治环境变得异常复杂。。 |

设个小目标！让每个州的参议员，从下周一开始，每天至少收到1000个支持RELIEF ACT
的电话。这个数字对华人新移民来说是毛毛雨。我们九月份时候做到了，现在也一样做
得到。需要大家拿出九月份时候的热情！
打电话给各州参议员
首先，给自己州的两个参议员打电话。因为联邦的各州参议员就是代表各州选民的利益
，无论他们是什么党派！议员都在DC有个办公室，在自己州里面又有好几个local办公
室，请把他们所有办公室的电话都打一遍。如果有可能，最好以情动人多说一些，有条
件的话甚至讲讲自己被S.386负面影响的故事。
注意：对民主党参议员，不要强调工作签证滥用(H1B abuse)，民主党这两年对这个议

将亲属移民的年度国家配额上限，由全球配额的7%增至15%。如果2013年的全面移民改
革法案得以过关，除了无证移民得以合法化之外，受益最大的将是苦等排期的中国和印
度申请移民人士。
中国和印度的申请移民人士众多，因此都受制于亲属及职业移民的年度国家配额上
限。
在奥巴马总统在“国情咨文”敦促国会通过全面移民改革法案数小时后，负责移民
事务的国会参院司法委员会13日上午就举行首场移民法案听证会。
反对非法移民的犹他州茶党国会参议员李麦克(Mike Lee)13日重新提出“高技术移
民公平法案”，取消职业移民的年度国家配额上限。明尼苏达州民主党籍参议员艾米&#
8231;克罗巴恰(Amy Klobuchar)也表示，她已和移民法案两党八人帮参议员中的西语裔
议员鲁比欧(Marco Rubio，共和党，佛罗里达州)讨论，会将“高技术移民公平法案”
的内容，纳入全面移民改革法案。
克罗巴恰强调，美国亟须科学家和工程师。她说，美国30%的诺贝尔奖得主，都不
