Issuer出钱请rating agency评级，这很正常。比较是Issuer有东西要卖。
但rating agency评级仅仅是个参考数据。买家完全有能力也应该进行自己的评估。
自己不做buyer Inspection怪谁？
任何国家的国债都是这个国家的信用在后面。
举美国国债的例子是为了告诉你，正常的金融市场上，买卖双方不把rating agency的
评级当回事那是屡见不鲜，所以才会出现明明是评级较低的美国国债，这市场上价格却
长期高于很多AAA评级的国债的现象。
公司债也是如此，你去查查同样评级的公司债，价格各不相同，上下有波动很正常。
这说明买卖双方都在评级之外，额外进行了自行的评估，得出了和rating agency不一
样的结果。
反正你的逻辑就是，只要你亏了钱，一切责任都是别人的，只有自己最无辜

board...I'm glad that someone talking about it...there are many things
related to this issue:
1. 2007 is the second year that SOX 404 put into practice. AS 5 is an
adjustment that addresses the complaints from public issuers, sort of
lessening SOX 404 burden... Public issuers directly benefit from it. So,

想了想又觉得不对，刚才没考虑recovery的问题。
如果市场有充足的信息，证明那一段时间B的issuer即使default也有很高的recovery
rate，那么这个price就是合理的。比如capital structure的突变，equity piece变得
很大，debt piece变得很小。
所以结论应该是：你不知道能不能arbitrage，你的信息不完整，需要对B的issuer进行
单独分析。

between Russia and China is a contract) may stipute the venue (where and
what: in the latter: a court or arbitration) when a contract is signed. For
example, you may have signed a similar contract with your credit card issuer
(bank) about venue and law of the state that decides the dispute. I have
not heard of France as the inevitable venue. |
