Good point above. Tsinghua was funded from US repatriation of
Chinese war debt, and USA was the first one to start doing it. It was a

法律规定顾客去餐馆消费就必须担保餐馆员工的工资了吗?你去馆子之前都得签署担保
文件去承担餐馆员工的薪水必须达到联邦最低工资吗?债务担保和小费负担根本是天牛
马不相及的两回事. 你的链接也说了,这种tips+wage的本意就是因为餐馆这类有大幅度
小费收入的行业的特殊收入而定的.但所有的员工薪水的保障无一例外,完全是由餐馆老
板承担.所谓的多取少补. 顾客无论他给多少tips都是voluntary. 你不如查查
gratitude(tips)是什么意思. 因为tips不包括在餐点服务的价钱里面.你怎么可以把本
来完全是老板的责任推到客人身上? 我觉得现在小费文化已经半强制化了,基本上已经

现在许多州立法要求餐馆老板付同其它行业一样的最低工资，也就是让小费回归“奖励
优质服务”的本意。
