是半个世纪前的语言而且错误不少，所以，重新翻译了一下，供大家研究。
其实，感到《波茨坦公告》写得很牛逼，估计是美国已经造好了原子弹，底气十足。
但相比之下，《开罗宣言》由于产生于1943年12月1日，相对比较笼统，遣辞也保守了
很多。

袁世凯制定了《官吏犯赃治罪条例》。按照条例的第二条规定，官员贪赃500元以上，
即可判处无期徒刑；贪赃1000元以上，脑袋就有不保之虞了。应该说，条例对腐败行为
的惩罚力度是很大的。
在袁世凯主政时期，肃政厅办了不少案子，其中涉及省部级以上官员就达400起之多。
在这些反腐重案里，最引人注目的当属肃政史夏寿康查办顺天府尹王治馨的贪渎案，并
判处后者死刑。
所谓顺天府尹，即古代的官职京兆尹。为三辅（治理京畿地区的三位官员，即京兆尹、
左冯翊、右扶风）之一。相当于今日首都北京市的市长。王治馨出生于1868年，是山东
莱阳人。王治馨是清末副贡，曾经参加镇压义和团，被推举为知州。后来他来到天津，
跟随袁世凯的亲信赵秉钧，创办巡警。算是中国警察制度的创始人。

英国和美国当然还有俄国在中亚的多次失败的教训说明：麦金德的地缘政治理论是有缺
陷的，其集中表现是其理论上的合理性与实践上的不可行性之间存在着严重的悖论。我
们不妨将这种现象称之为“麦金德悖论”。
造成这种悖论的原因，从实践上分析是由于世界上没有一个国家的国力，尤其是海权国
家的国力可以支持其从本土扩张至麦金德“心脏地带”的战略目标，在理论上分析更是
在国家战略能力和目标之间缺乏资源和运用资源经验的维度。“巧妇难为无米之炊”的
古训，在不成熟的理论家或政治家那里得不到应有的重视。他们缺乏的并不是理论逻辑
训练而是运用国家资源的经验积累，因此他们设计的目标往往超出资源许可范围，其结
果无一不是陷在理论目标的合理性与其实践的不可行的悖论中不能自拔并最终走向失败。
资源的绝对有限性与发展的绝对无限性的矛盾，以及由此引导出的国家力量的绝对有限
性和国家发展需求的绝对无限性的矛盾，是人类及其赖以生存的国家发展自始至终面临
的基本矛盾。前一种矛盾决定了国家间的斗争贯穿人类发展进程的始终，不管这种斗争
