种什么植物都得要批的。很多小区只管大体统一，不在乎细节。房屋的总体外观和结构
性改变需要申请批准，但没有人会管你房屋里面是猫窝狗窝人窝。虽然城市规划法限制
多人合租一卧室，具体没有执行很多。美国对房屋质量的要求很严，虽然独立屋多为木
质结构，却可以保证很少有腐败工程和豆腐渣工程。
在城市里，院子里可以养狗、猫，也可以种任何合法植物。国旗可以挂在旗杆上。另外
，美国一般都有衣物烘干机，哪里有必要拉绳子晾衣服。如果你在农村和没有物业管理
的地方，自由性就更大了。之所以限制对私有房屋为所欲为，是为了不影响别人和整个
社区的形象(no nuisance)。另外，美国对产权的保护是很严格的。Property Rights受
宪法保护，政府一般没有权利私自进行旧城改造，以旧换新等。Eminent Domain和
police power的应用必须保证合法而强有力的公共目的，否则可能引来官司。很多房屋
可以在在世时简单过户给子女，而不是通过继承。这样就可以避免缴纳遗产税。产权在

eminent domain。前些年一个叫做new London的小镇政府拆迁当地民宅招商引资，双方
一路打到最高法院，结果被拆迁民众还输掉了官司。当年美国大兴土木的年代，强制徵
收就是家常便饭，纽约世贸大厦的地当年就是这样徵收来的。据我所知，强制徵收在绝
大多数国家都是合法的，包括美国、日本、澳洲、英国、中国、印度。没有强制徵收，
城市建设、urban renewal 就没法进行。
当年美国的石油和铁路大亨们可比中国的房地产开发商牛x多了，那时流行灭门拆迁，

、经济、政治、文化....)，人们的追求和标准也非常多样化。

不保夕的记忆，或者是从父母那里遗传来的记忆(挨过饿的父母是在生活中会把自己的
经历影响到自己的子女），而现在中国人所追求的理想生活，比如衣食无忧不用挨饿受
冻、房子、车子、电器...,对美国人来说是他们爷爷那辈子就实现了的，所以欧美在富
裕社会环境中长大的这几代人当然有着更多样化得追求。
