室查资料：
总的说分两类一类是根本不用export license的，比如public technology,印刷品，宣
传品等这些；其他的都是depends归在EAR管制里面，再分的话大分就是ECCN category
和EAR99，这两个是并列关系。有个flow chart流程图就比较清楚了。归在ECCN的话就
要按照归类和步骤查是否最后需要export license，取决于产品code和对应出口国家的
country chart；不归属于ECCN产品就是EAR99，归到EAR99里面就容易多了，基本只要
不是武器，化学品，核原料等而且end user不是个别几个embargo country的话，绝大
部分都不用export license。
大家平时做的基本以EAR99为多，，比如机械产品等。。。我看到过一些通讯器材，微
波设备，电路等是ECCN范畴（当然远不止这些），需要具体产品ECCN号的话可以直接问生产厂家。 |

这是一则典型的违反出口管理法规的案例，end user: Iran; End use: military，双
双需要申请export license才可以，显然这个人没有这么做造成悲惨下场。
这个不光是因为作为军用，所以大家不要以为和自己无关，我又不会倒卖军火。很多
spare part并不是专门属于军事部件，但是确实可以用于军事用途。比如说你出口普通
螺丝，马达的话如果是做为军事end use或者end user是特殊embargo countries（伊朗
，叙利亚，朝鲜，古巴，苏丹）的话一样会触发export licese。
所以严格讲每个出口都必须知道end user，最好填写bis711（或者有可追踪的email等
证明），这样即使以后出事和你也无关。另外必须是问清end user，不能只是buyer，
ship to。。。。因为对方re-export to end user的话还是你的责任！案例中是经香港出口

当然这只是通常概念：每个国家包括中国都会有一些个人和一些机构在list上，比如中
国的很多研究所，军工厂等。另外你的客户会不会re-export也是关键。假设你就是卖
给国内的某个工厂，公司，一般说没什么问题。如果是一些红外成像照相技术产品，通
讯类器材等需要注意问清楚。如果你常年长期专门卖这个需要详细专门了解一下。
最保险规范的方式是每次让客户填写BIS form （可以自己去搜索export, BIS711神马
的），这样即便出事可以把自己最大限度摘清：） |

古巴绝对是值得一去的，尤其是要趁美国解除EMBARGO之前去，更能体会到原汁原味

个人的住酒店，吃饭，Las Vegas那里玩，等等，大部分都变成我打点。实在累到不行
，只好牺牲去Bellagio打牌跟见见牌友的时间了。（第一次见到4个5-8岁的侄女们。每
