背景说一下：德州大学奥斯汀分校（其实是总校好不好）在收录学生的时候把种族当作
考虑因素之一，某白人MM被拒不爽，于是状告学校录取学生的做法种族歧视。
初级法院在案子没有上庭之前判定MM败诉（Summary Judgment)。
MM上诉，上诉法院维持原判，说根据以前最高法院的判决，虽然任何与种族歧视的政府
措施都要以所谓“严格审查”的标准来断定其合（宪）法性，但在教育问题上，因为
student diversity是一个正当而且非常重要的政府目标（legitimate and compelling
state interest)，法院会尊重大学自己来掌握分寸；除非学生能证明学校的作为不正
当（lacks good faith)，否则不会认为大学的招生措施违法。MM继续上诉到最高法院

开车是privilege，不是rights，意思是政府想吊销你的驾照，不需要due process, 不
需要compelling reason。政府发驾照的时候，可以有种种限制，比如年龄，视力，等
等，这些限制也不需要compelling reason。 |

这个如果是在Equal Protection Clause下的诉讼， review standard 肯定是strict
scrutiny. 但这个也不表示政府就一定输， 政府得证明它有一个compelling interest
，并且它的做法是必要的。政府以保存教育资源做理由，完全可能是compelling
interest，只是在必要措施上，政府的未知性大些。

In Grutter v. Bollinger there was NO material dispute that there is a
compelling state interest to ensure a "critical mass" of students from
minority groups. The issue is whether the use of race as a factor serves
as necessary means to achieve that compelling interest. SCOTUS did hold the

binding on all the states within the ninth circuit? Are they saying that
Proposition 8, itself, is unconstitutional, or are they saying that all bans
on same-sex marriage are unconstitutional?

从网上找到此文，如此触目惊心。美国的老板大概50%以上都是以欺压员工为乐的恶人！
女老板和男老板各占一半。文章告诫和老板斗几乎没有成功的可能。 人事部门也不会
帮员工，因为人事部门的职责是保护公司不受到法律纠纷的困扰。
84% 被老板欺负的员工是女性，这些人一旦被盯上82% 失去工作。

I485费用交了case还在pending，那就I131不用再交费。我是不是可以理解为后边每次
续I131都不用再交费？I765也说是(c)(9)可以免费。
附带问一下，(c)(9)和(c)(35)如何区分啊？(c)(9)说是Adjustment Applicant，(c)(
35)说是Principal Beneficiary of an Approved Employment-based Immigrant
Petition Facing Compelling Circumstances。是不是前者说是已经递交了I485但还没
批而后者还只是I140批准？这个Compelling Circumstance咗回事啊？没有EAD卡就不能

第一次renew说费用问题被拒,打电话,officer说再附上485 instruction, highlight那
句fee waiver话,结果还是被拒.
实在崩溃了,要付钱能解决事情也可以啊,但是是410还是495啊.官网如下:
