要regulations也有问题。 很多法律是针对某种事故或是人祸而立的。食品和药品与衣
服不一样，会导致人命关天的后果，政府有compelling interests 来监管。各级法律
都是由立法分支起草，行政分支认可的， 而立法分支代表了民意， 也就是说，当时通
过这种法律是有民意基础的。当然，时代不同了，法律也有可能过时，需要修改，甚至
推翻，只要是通过due process 而为，这都不是问题。但不能因为法律有缺陷就否定
regulation的重要性。
回到你的鲜牛奶问题上，如果你开车去农场买鲜牛奶自己喝而不是贩卖，但农场主不卖，
说法律不允许（我想法律不会这么苛刻），我支持你去抗议，要求修改；但如果法律是
