王毅外长“首先是一名中国公民”的说法，将是载入史册的看点。
香港铜锣湾书店股东李波在香港失踪，随后以电话和亲笔信显示他在深圳“协助调查”
，此事引起海外各界震惊，盖因李波持有英国护照，而且是在香港的地面上不正常地转
移到了深圳。到底是什么人、用什么方式，把一个持英国护照的香港市民弄到了深圳，
而且至今不见人踪影，这在任何一个现代开明国家都是匪夷所思的事情。这太不正常了
。如果这样的事情算正常，那谁还有安全感？所以，连梁振英也公开表态，大陆警方到
香港来执法是不可接受的。可是，香港政府显然不会命令香港警方到深圳去找人，香港
警方只能表示“我们向内地警方问问看怎么回事”，于是乎李波和他的铜锣湾书店的几
位同事继续处于失踪之中，一天又一天，谁都无可奈何。这样的事光天化日之下发生在
香港，真是对“一国两制”最好不过的注解。
