小泡泡填了7所学校，被HYPS 全拒。被一所二流私立，UCB及州立的Honor Program 录

你的问题也很好，也不是很好回答，呵呵。这里我粗浅地做个回应。我个人认为
practice的时候也是有value价值观选择的，这么说吧，as is, 是value chosen in
practice； should be, 是value in books/theory. 举个例子，最近有个关于国民几
乎全民贪腐心理的讨论，也就是网络上或各种正式场合里，很多人个个都义正言辞地反
对贪污腐败，认为这个不好，而实际上，由于制度的不完善，贪污腐败受到惩罚的成本
很低，很多人作实际选择的时候，就要权衡另外一个value, 追求物质生活的幸福，只
要有机会，不贪白不贪。也就是制度让人们更多作了其他value的选择。最近还有一个
讨论就是做好人。目前，很多中国网民在网上绝大多数都是道德君子、好人，实际现状
如何，绝大多数认为做好人的成本太高。
从这两个例子看出，institutions起了关键作用。这也是我在第5点里提到新的认知要

I found a small nonpoisonous snake today, and when I held it by the tail, it
