二戰結束後日本投降、賠償的海防艦以及美、英、加拿大等國軍援的巡邏艦，而這些最
多只有一千噸出頭的舊型艦的航洋性與航速都不足以達成真正的制海作用，戰爭末期趕
建的日本海防艦的質量與壽命也非常差。由於經費資源匱乏、工業技術能力不足，加上
難以從敵對的日本、英美等國取得足夠的零件與技術支援，面對國府海軍較佔優勢的大
艦兵力（包括艦艇素質、人員訓練等），中共海軍早年並未將這批相對較大的艦艇作為
主力，而是配備大批快艇、魚雷艇在近海以群體伏擊戰術攻擊國府海軍的艦艇。

二次大戰結束後，蘇聯海軍根據國外海軍的實戰經驗，要求發展滿載排水量約2000ton

制度史上存在的“冒籍”现象与“高考移民”现象在发生机制上十分相似，可资参照。
考试公平与区域公平的矛盾（即古代倾斜的“高考分数线”问题），是一个自宋代
以后就争论不休的千古难题。宋代，欧阳修与司马光引发了中国科举史上有关南北举额
分配的首次争论。到了明初，洪武三十年，会试发榜，共录取52名贡士，无一不是江南

军事技术的文件带回中国。
间谍道出实情：中国为啥就是不害怕美国尖端战机
美国媒体根据法院文件作出上述报道。11月份嫌疑人余隆（音译）经新泽西州机场
前往中国大陆。海关人员在他的行李中发现了专门文件，包括用来为生产美国战机研发
钛的算式和测试结果文件。两天后余隆在纽约州伊萨卡市被捕。
2008年8月至2014年初，余隆曾在位于康涅狄格州的一个军事承包公司担任高级工
程师。他说，他曾参与过F-119发动机和F-135发动机项目研究。F119和F135发动机是联
合技术公司生产，用于美国空军战斗机。美国禁止向中国转交军事技术。近些年来美国
多次逮捕中国公民，指控他们从事间谍活动并转交军事技术。
