［摘要］美苏关系“缓和”希望破灭后，卡特政府深化美中防务关系，践行“有限武装
扶华”政策，向中国出售军用装备。里根政府认定中国为“友好非盟国”，开始向中国
出售武器，美中防务关系进展迅速。除了“联华制苏”的现实主义功用，里根政府对华
技术转让与军售亦体现了其自由主义的战略思维，成为美国谋求制约中国改革发展，引
导中国“美国化”变革的政策工具。但基于既扶华又控华，既有限支持中国军事现代化
又防止和遏制中国崛起的矛盾心理，里根政府就对华军售制定了相关底线，凸显了美中
防务关系的有限性。美国对华技术转让和军售与中国独立意志之间的内在矛盾决定了美
中防务合作必然终结。

nys dmv 和 consumer affair file complain, 大多数情况他们会配合的， 他们真的
不理， 你就去complain， dmv 和 consumer affair都会受理的， consumer affair打
311 就好。 311能跟踪， consumer affair 以前很快就有报告的， 你要把你有的资料
准备好。 就算这次不行， 那不回来， 但下次在有人complain， 他们就不好过了。

可是家人和几乎所有朋友都反对我回去.老婆一听到我说回去就要崩溃.主要原因是小孩
教育问题,收入问题,和国内压力问题.现在收入大概$140K,回去收入大概是相同数量的
RMB,单位是科学院的研究所,要自己去争取经费,很累.老婆坚持认为回去的大都是在米
国待不下去的,象我这这种情况回去的一定是脑残了.
可是米国不是我的国家,这种感觉与日俱增.现在有一种倦鸟知归的想法,那里有我无数
的朋友和亲人,可以孝敬父母,即使天天挤地铁也觉得好期待.
现在不知道如何说服老婆回去,不想强迫她回去,想和她一起高高兴兴的回去.
