NEW YORK (Dow Jones)--Shares of mortgage insurers surged as the Obama
administration proposed scaling back the government's role in the housing
loan market.
A "white paper" from the administration released Friday outlines a series of
steps to shrink the government's outsize footprint in the mortgage market.
Among them: shrinking the size of the Federal Housing Administration, a
government-run competitor to the private mortgage insurance industry.
Shares of Genworth Financial Inc. (GNW) increased 4.7% to $13.63, MGIC
Investment Corp. (MTG) gained 10% to $10.09, PMI Group Inc. (PMI) climbed 6.
8% to $3.47 and Radian Group Inc. (RDN) surged 11% to $7.73 in recent
trading.
Both private mortgage insurers and the FHA sell coverage that protects
lenders against homeowner defaults. But the private insurers ran into
trouble when they sold too much protection too cheaply at the height of the
housing bubble, and lost billions of dollars as the bubble deflated.
With the capital of the private mortgage insurers tied up in backstopping
those earlier policies, the industry has ceded substantial market share to
the FHA since 2008. But industry executives have said in recent months that
they are turning a corner and ready to write more new coverage at higher
prices and with stricter standards that they expect will be highly
profitable.
The administration also released a proposal to wind down Fannie Mae (FNMA)
and Freddie Mac (FMCC), which the government took over two and a half years
ago. Shares of the housing-finance companies tumbled, with Fannie Mae down
15% to 51 cents and Freddie Mac down 12% to 55 cents in recent trading.
