Yamagata, Saigo, Omura, Okubo and the other radical samurai of Choshu
and Satsuma had shattered the status quo, but they were neither
self-seekers nor revolutioners; their insurrection had been conducted
within parameters extracted from the heart of Japanese tradition. In
seizing control of the nation at this time of crisis, they considered
