I sent an email to a NSF program director last week to inquire the
suitability of a proposal. Haven't got any reply for almost a week. Is this
normal? Should I just keep waiting?

really? then how do I decide if my proposal is suitable for a particular
program? I was told that it is important to ask the opinion of a program
director first...
