Some Japanese Web servers, proxies or browsers automatically
convert between Japanese character sets (e.g., between
Shift-JIS and EUC-J). This also apparantly occurs in some
other languages (e.g. Russian.) As far as we know, this
"transcoding" does not happen automatically for Chinese Web
servers (e.g., between Big5 and GB2312; between the
"traditional" characters and the simplified characters.)
Big5 to GB2312 conversion is not perfect: some characters
