There is no difference in W2 income tax.
The difference is that contractor is considered self-employed. You have some
extra tax deduction for social security and related taxes. Google 'self
employement tax'.

现在的情况是申请一份新的partime h1,跟fulltime几乎一样只是小时折算百分比一下么

only W2 (full-time salaried employee of some company).
in another word, you can NOT be a self-employed contractor at all, you need
a sponsor and can only work for this sponsor on W2 basis.
the term "contract" or "contractor" is often misused in cases like yours.
yes, your company may have a contract with the client company, or send you
over there to do the actual work (外派corp to corp), or the client company
may call you "a contractor came from XXX"... BUT, you are not a contractor
and have nothing to do with the contract (it's between them, not you and
them). you are a W-2 employee of your company, only the work location is at
the client's site.
some companies are not familiar with H1B policies, and may mistakenly think
they can either pay you on W2 or 1099 (higher rate but you need to pay self-
employment taxes on your own). no, you can not get 1099 income at all.

只有consultant公司才能这样弄么? 或者换一下形式,以公司名义把项目接回来后做
,但那样再外派到现场好像说不过去?
