outlined by Obama would extend aid for the long-term unemployed for another
13 months. The payroll tax -- which funds Social Security and Medicare --
would be cut by 2 percentage points during 2011 to help spur hiring.

Under the White House plan, the Social Security tax paid by workers would
drop temporarily by 2 percentage points, to 4.2 percent from 6.2 percent, a
person familiar with the proposal said. For a worker earning $40,000, the
tax savings would be $800.
It's for the employee. Though social security max out at $102,000 of payroll
and high income people won't get 2% reduction.
